The Fire and Rescue Authority are further of the opinion that the matter(s) which give rise to the said risk are:
There is insufficient fire resisting separation between some of the bedrooms and the means of escape from the upper floors. Any fire in those bedrooms will result in heat and/or smoke filling the escape route [and other parts of the premises], potentially overcoming people while they sleep or preventing them from making a safe escape from the premises.
Due to the removal of the second means of escape route from the first floor, the distance persons must travel from the second floor to a place of ultimate safety is excessive and those persons may be overcome by heat and/or smoke before making a safe escape.
And the Fire and Rescue Authority hereby direct that the use of the premises to which this Notice relates is prohibited as follows:
The Second floor and the front part of the First Floor are not to be used for sleeping accommodation.
Until the matters specified above have been remedied.
The Fire and Rescue Authority are of the opinion that the risk of injury is imminent and the prohibition is to take effect immediately from 14:00 hours on 8th July 2016
This Notice continues in force until the specified matters have been remedied.
The Fire and Rescue Authority furthere directs that the steps specified below shall be taken to remedy the said matters:
Protect the means of escape route by provision of fire resisting construction, affording a minimum of thirty minutes protection, between each accommodation room, the corridor and the rooms above.
Provide an alternative means of escape route from the first floor.
Ensure that the existing fire warning and detection system in those areas meets the Category L2 requirements of British Standard 5839: Part 1.
