APPOINTMENT OF AN INDEPENDENT PERSONS

The Devon & Somerset Fire & Rescue Authority is looking to appoint two Independent Persons to help with its arrangements for dealing with complaints against Members of the Authority.  The Authority itself is made up of 26 Members (elected councillors), appointed by the four constituent authorities of Devon and Somerset County Councils, Plymouth City Council and Torbay Council

Under the Localism Act 2011, the Authority is required to have in place appropriate arrangements to promote and maintain high standards of conduct by its Members. These arrangements include dealing with complaints about the behaviour of Authority Members.

Can you weigh up conflicting evidence and reach an effective conclusion?  Are you of integrity and good character?  Do you have respect for others and an understanding of diverse ethical issues?

If the answer to the above is yes, you may be just the person we are looking for to act as an Independent Person advising the Authority’s Standards Committee on the outcomes of investigations or proposed responses to any complaints received.

This is an opportunity for the right person to make a real contribution to the fairness and integrity of the Authority.  

To be eligible to be an Independent Member you must NOT be either:
• a Member, co-opted member or officer of the Authority (or have held one of these positions in the last five years); or
• a relative or have any close links with any current Authority Member, co-opted member or officer which might lead people to question your independence.

Appropriate training will be given.  The position carries a small remuneration of £100 for each standards issue you are involved in.  Travelling and subsistence expenses will also be paid.  The appointment is for an initial period of two years, which may be renewed once (i.e. a maximum of four years).
